3663017 - Unable to delete failed delta Init request or the delta Init fails in Data Service

Failed delta Init request cannot be deleted in BW due to error: 

Locking of process &1 was refused by external tool (e.g. DTP)
Message no. RSPM105

• No subscription found for BOBJ_DS SAP DELTA
• Meanwhile, ODQMON doesn't have new entry generated

• ECC or S/4HANA as the ODP source system
