3664447 - TCI Note implementation stuck in ADD_TO_BUFFER phase

• After starting the TCI note implementation in SNOTE, the process hangs. Checking in SPAM shows it is stuck in the ADD_TO_BUFFER phase with error code 008.
• Investigation further the problematic Action Log in SPAM, the following error message is at the end of the current log:
              Import phase 'ADD_TO_BUFFER' (DD/MM/YYYY, HH:MM:SS)
              Error during executing the tp command 'tp ADDTOBUFFER <PACKAGE> <SID> ...'
              User <USER> has no authorization for tp command ADDTOBUFFER
              Interrupt the import due to an error situation (DD/MM/YYYY, HH:MM:SS)
              Display detailed informations concerning the error in phase 'ADD_TO_BUFFER'
              Abort the import due to an error situation (DD/MM/YYYY, HH:MM:SS)
• Double-clicking on the error message shows the following help message:
             User <USER> has no authorization for tp command ADDTOBUFFER
             Message No. TP607

             Diagnosis
             To execute the tp command ADDTOBUFFER you need the administration authorization S_CTS_ADMIN in the Change and Transport System. It can be found in the authorization profile S_A.SYSTEM.
