3664526 - App 'Manage Long Term Supplier's Declaration - Inbound' still selects the non request relevant suppliers

Symptom

Even though the supplier is marked as not request relevant in the app 'Manage Preference Properties - Suppliers'.
The supplier is still available in the list when a user creates an LTSD with reference using the app 'Manage Long Term Supplier's Declaration - Inbound'.
Why is the supplier still appearing in list?
