3664587 - Authorization object Q_ROUT: users with change authorization can delete

Symptom

There is the business need to

  • give change authorization (by providing '02 - Change') to the users related to authorization object Q_ROUT (Maintain Inspection Plan), and at the same time
  • restrict delete authorization (by not providing '06 - Delete', '41 - Delete in DB') for same users.

However, currently a user with change authorization can delete task list header.
