When the template's effective date is set after the publish's effective date, exist 2 inconsistent scenarios:
- When using publish selected worksheet to EC: All published users cannot be edited.
- When using publish selected employee to EC: All published users can be edited.

Resolution
The fix for this issue is planned to be deployed on 2H 2025 release.
