Symptom
An employee creates a temporary time information which triggers an approval to the manager. The manager delegates the workflow to another approver (delegatee). However, the employee is not a part of the target population of the delegatee's permission role which has the below-mentioned permissions assigned:
- Manage Time -> Maintain Temporary Change
- View & Edit permission role on the Temporary Time Information object
On approving the workflow, the delegatee receives an error message "You cannot create or update a temporary time information outside of the access period." which is related to Data Blocking functionality and not related to permissions.

Reproducing the Issue
- Proxy as the User and create a temporary time information.
- Workflow is triggered to the manager for approval.
- Proxy as the manager and delegate the workflow to another approver.
- Proxy as the approver (delegatee) and attempt to approve the workflow.
- Error message "You cannot create or update a temporary time information outside of the access period." occurs.
Cause
Engineering team has confirmed that this is a defect, as the error message text is referring to the Data Blocking functionality, rather it should indicate that the approver lacks the necessary permissions.
Note: It is expected that the system raises an error message as the delegatee attempting to approve the workflow does not have the necessary permissions on the subject user and the error can be resolved by sending the workflow back to the delegator (or) granting the necessary permissions to the delegatee to include the subject user in the target population.
Resolution
Engineering team has fixed this issue in the 1H 2026 release and enhanced the error message to "You cannot create or update a temporary time information outside of the access period. You might also lack the necessary permissions."
