3666969 - Activity type 01~06 (PLPO-LAR01~LAR06) always defaulted while create routing using BAPI_ROUTING_CREATE

Symptom

When creating routings using BAPI_ROUTING_CREATE, activity type is always referenced from work center. In t-code CA01/CA02/CEWB, it's possible to remove the default values manually. Same operation is not possible while create routings using BAPI.
