Symptom
- Managers are able to access all available goal plans data in the system through the dashboard/tile/table report, despite their Role-Based Permissions (RBP) being configured to allow access to only certain goal plans.
- All goal plans are visible in the filter options, regardless of permissions.
Environment

Reproducing the Issue
- Proxy as the user with manager permissions.
- Open the card "View Tile Report" on the start page.
- Choose the tile "Objective Status".
- Open the filter symbol and select the "dataset".
- Apply the filter to a goal plan that the user does not have permission to access.
- Observe that data from non-permissioned goal plans is displayed in the report.
Cause
This is expected behavior.
Resolution
The data fetched in the Tile/Dashboard Reports follows the same permission logic as the Ad Hoc Report. Once permission is granted, no additional module-specific permissions are required.
This is because the report serves as an admin-only tool designed for administrators who only need report permissions, without requiring separate module permissions.
Following the same logic, it is current system design that all goal plan templates are available among filters.
