3667351 - IBP: PDS not sent by RTI when Valid To Date is in the past

• PDS is not updated to IBP with Valid To Date in the past and with the deletion flag.
• The issue occurs when PDS with expired Valid To Dates are deleted in ERP, but the deletion status is not reflected in IBP.
• The PDS in IBP does not show "invalid for planning" as Yes and "Mark for deletion" as Yes.
