3667994 - Error MEDCM 028 creating PR in ME56/ME57

Symptom

The error message "Cannot create purchase requisition with this Block ID" (MEDCM 028) is not triggered when creating purchase requisitions using transaction codes ME56 and ME57, even when using Block IDs 3 and 4.
This contrasts with the behavior in the transactions ME51N and ME52N where the error prevents creation.
