3668093 - SSFS Root Keys and Master Keys Are Inconsistent

During backup or recovery operations, errors similar to the following are reported:
general error: backup error: Snapshot operation failed for database(s) { 1: Failed to check consistency during readContent: inconsistent SSFS!, 3: Failed to check consistency during readContent: Inconsistent SSFS!}. SQLSTATE: HY000 

Querying "SELECT * FROM sys_databases.m_securestore", returns entries with inconsistent root keys, for example:
