3668115 - Admin cannot import learning history even though permission "Add History Record" is granted - SuccessFactors Learning

• Permission "Add History Record" is in Admin's Role. 
• When admin imports learning history file via Import data function.
• User and item exist in the system, but the import job fails.
• Error Message: The User ID you specified either does not exist or you do not have permission to use it here.

Admin doesn't have permission "Search User", and the failure is expected behavior.

Add permission "Search User" to admin's role and then import data again.
