3668264 - Error encountered when adding Development goals via 360 detailed report

• Users receive an error message when attempting to add development goals via the "Development Objectives" link in the 360 detailed report.
• Error message: "The requested operation is not available. Please try again or contact your administrator"

1. Log into the instance.
2. Navigate to the "Performance Completed" folder.
3. Click the button for the 360 detailed report.
4. Locate the "Development Objectives" link under competencies.
5. Click the link to add a development goal.
6. Observe the error message displayed.

The issue was caused by a defect introduced in the 2511 release, which impacted the functionality of adding development goals via the 360 detailed report when using proxy access.

The engineering team identified the root cause and implemented a fix.
The fix will be deployed to Preview environments on October 28, 2025.
Production Environments will not face this once 2H 2025 is implemented.
