3668576 - POSC relevant picking WT confirmation causes duplicate Warehouse Tasks

Symptom

Process Oriented Storage Control (POSC) is in place as Picking -> Packing -> Staging.
Upon confirming the pick step, Warehouse Tasks (WT) are being created automatically for the packing step. This causes the destination bin to be the same as the previous step.
Also, this prevents the Handling Unit (HU) to be passed on to the next step (packing) and subsequently to the staging.

In an ideal scenario, the packing step WT should only be created when button "Close HU" is pressed in the work center screen, and then the staging task would be created afterwards.
