3669190 - Why can I not comment on prerequisite questions while the event is still Open?

Symptom

  • While the Guided Sourcing event is open, the project owner is unable to place comments on prerequisite questions
  • The comment icon in the Questions section of the event does not display a pop-up when clicked while the event is open
  • Once the event moves to Pending Selection, the project owner is able to comment on the prerequisite questions as expected
