3669614 - Inconsistent behavior when completing Goals with uncompleted associated learning activities

Under "For you today" on the homepage, an overdue Goal can be marked as complete without checking for uncompleted associated learning activities.

In the Goals module, attempting to mark the same goal as complete triggers the error message: "All the associated learning activities should be completed before Goals completed.

The system behavior is inconsistent between the homepage and the Goals module.
