Unable to modify the "Distribution Mode for the Delivery" in SSCUI 102212 Configure SAP EWM-Specific Parameters.

It is a standard behavior that the setting "Distribution Mode for the Delivery" cannot be modified.

Use BADI "Control Distribution of Delivery Documents (LE_SHP_CHECK_DISTRIBUTION)" as a workaround.

This BAdI can control the distribution of delivery documents immediately before saving the delivery and prevent the distribution of the delivery document by setting the changing parameter DISTRIBUTION_NOT_ALLOWED_OUT.
