3670309 - People Search filter in "Assign team goals" does not display all results

When using the People search filter without restrictions, it should display all employees, but for certain managers, the search displays a number of users that does not match the applied criteria.

SAP SuccessFactors Latest Goal Management

1. The "Assign team goals" feature is configured to allow team goal assignment to all employees.
2. Go to Manage Team goals and click "Assign Goal" button.
3. Click "Via Search" tab, pick up no filters and try to search.
4. The Search results don't include all Employees.
5. Go back to Search filters and pick up any filter or apply specific keyword (name, location etc).
6. The Search results include more users, compared to no filters applied.

This is the current People search limitation.

The enhanced people search Enhanced People Search is available in 2H 2025 - SAP CommunityHelp Portal - Prerequisites and Permissions for Enabling Enhanced People Search will cover this limitation.

This feature is planned to be adopted by cross modules, Goal Management included, in the next 1H 2026 release:

• preview systems: April 13th 2026;
• production systems: May 15th 2026.

Workaround: use more specific keywords or filters, such as "User role", to reduce the total number of matched employees.
