Symptom
When a candidate is an active employee in one entity and applies for a job in another entity, the "Proceed as New Hire" button is disabled during the rehire verification step.

Reproducing the Issue
- Identify a candidate who is an active employee in one entity.
- As an external candidate, apply for a job in another entity.
- As a recruiter in the second entity, move the candidate through the recruiting pipeline and initiate offer approval.
- Initiate onboarding for the candidate.
- The candidate appears on the Onboarding dashboard.
- Complete the "Review New Hire Data" step as the recruiter.
- The external candidate receives the IAS activation email to the email specified in the candidate profile.
- The external candidate logs into SuccessFactors and completes the personal data step, providing DOB, SIN, and Void cheque details, then clicks the submit button.
- As the recruiter, the profile match verification step appears. Upon clicking "Start," the profile match verification opens, but the "Proceed as New Hire" button is disabled.
Cause
With the 2H 2025 Release Enhancement, when a new hire's national ID matches an existing record during the rehire verification step, the system prevents proceeding as a new hire to avoid duplicate entries.
Resolution
As of now, you must proceed as "Rehire on New Employment" or "Rehire on Old Employment" instead of "New Hire." For more information regarding this new process, refer to Enhanced Rehire Verification with National ID Validation.
This process previously resulted in numerous issues when accessing Manage Pending Hires, and therefore the enhancement has been implemented.
