3670543 - The Valid From/To field in App F2918 Manage Global Hierarchy is missing.

Symptom

Unable to maintain valid from/to for the hierarchy. The Valid From/To field in App F2918 cannot be edited while creating hierarchy.

For example, Consolidation Unit Hierarchy Creation option in system is not visible.
