Symptom
- The rule to assign responsible users for the I9 Reverification is based on the assigned HR Manager or Hiring Manager in Employee Profile.
- A change in the HR Manager or Hiring Manager in Employee Profile happened.
- In the rule, the system still did not assigned the I-9 reverification to the new manager and assigned it to the 'Else' condition of the business rule.

Cause
The system is working as designed.
- By Design, the responsible rule gets executed as of start date of the onboarding process.
- When the change in HR Manager or Hiring Manager happened for the affected user, it was way past when the Onboarding Process was started.
Resolution
- The responsible group falls into 'Else' selection as expected since the rule gets executed as of start date of the Onboarding process.
- Since candidate's start date past dated, the system still assigned the I9 reverification based on the HR Manager or Hiring Manager set in the else condition of the rule
