Symptom
Forcing TLS13 in HANA causes hdbsql to fail on Windows:
C:\>hdbsql -n hanaserver.domain.com:30013 -u SYSTEM -p PASSWORD -e
* -10709: Connection failed (RTE:[300012] Cannot create SSL engine: The message received was unexpected or badly formatted.
