3671261 - Not able to move the stock from quality stock to unrestricted stock at subcontractor location automatically after usage decision

When you posting goods receipt for purchase order to Subcontractor stock, inspection lot is generated. However, after usage decision, the quantity remains in quality stock and is not transferred to unrestricted stock automatically.

SAP S/4HANA Cloud Public Edition 

1. Assign inspection type to the material master, set the checkbox "Post to insp. stock". 
2. Create a purchase order, set the "SC SUPP (Subcontracting Supplier)" indicator in the tab "Delivery address". 
3. Post goods receipt for the purchase order in app Post Goods Movement(MIGO) with movement type 101 O, Stock type is defaulted as "2 Quality inspection", find non-stock relevant inspection lot is generated.
4. Make Usage decision in Record Usage Decision app, find no automatic stock posting occurs.

It's standard behavior that no automatic stock posting in Record Usage Decision app for the special stock.

If the Subcontracting Supplier indicator has been set, the goods receipt is posted direct to the "stock with subcontractor" of this supplier. From QM point of view, the supplier-related special stock O (Stock of Material Provided to Supplier) is not stock relevant. Therefore, the stock should not be managed by QM but MM. 

To transfer the quality subcontractor stock to unrestricted subcontractor stock, use manual transfer posting in app Post Goods Movement with movement type 321 O.
