Symptom

When installing the CPM for the first time, the migration tool appears.

This migration tool should only appear when you are migrating from an older system, and it can be skipped for the first time.

There is no explicit "Skip migration" button in the migration tool.

The following migration tool appears when installing CPM for the first time:
