3671642 - Error while adding a Cloud Foundry subaccount to SCC (An error occurred when trying to connect)

Symptom

Upon adding a new Cloud Foundry subaccount to SCC, following is raised from SCC Web UI:






And following is perceived from SCC trace (ljs_trace.log):
