3671806 - Remote Table Replication fails after migration to AWS - Communication link failure / JWT certificate missing / Proxy ruleset restrictions

Symptom

After migrating SAP S/4HANA systems from SAP HEC to AWS (RISE / ECS environment), Remote Table Replication (RTR) between an on-premise or ECS-hosted SAP HANA database and SAP HANA Cloud (BTP) fails.
The following errors appear in the indexserver trace or DB50 alerts:

Remote Table Replication has been DISABLED by an error (internal error)
[SAP AG][LIBODBCHDB SO][HDBODBC] Communication link failure;
-10709 Connection failed (RTE:[89132] Proxy server connect: connection not allowed by ruleset)
No certificate store with purpose JWT found.
