Symptom
- Links in a program agenda cannot be opened if the segment is set as required.
- The links are displayed as plain text and are not highlighted as hyperlinks.
Environment

Reproducing the Issue
- Create a learning program which includes a link activity in the agenda.
- Set the activity as required in the agenda.
- Launch the program as a user.
- Observe that the link is not accessible and is displayed as plain text.
- Remove the 'required' checkbox from the activity.
- Observe that the user can now access the link.
Cause
- In the program settings, the option 'Progress Restriction by Completion' is enabled.
- This setting requires users to complete previous sections before accessing subsequent required sections in the program agenda.
Resolution
Disable the 'Progress Restriction by Completion' feature in the program settings if users need access to required sections without completing previous sections.
