3672098 - Inactive users being synced from SF to IAS mismatched data in Table_USER_ACCOUNT

During the user synchronization process between SAP SuccessFactors and the Identity Authentication Service (IAS), inactive users are being synced in IAS, even though the filter defined in sf.user.filter is active eq "true" that should prevent inactive users from being synchronized.
