3672180 - Error in create queue step during SAP JAVA system upgrade

Symptom

Error encountered during the run of Software Update Manager (SUM) while updating JAVA components. The message in SUM page is:

Current step: Create queue. Error in Create queue Step. The following error or errors have occurred during the execution of the current step: Creation of deployment queue from selected components completed with error. Deployment queue is empty. There were no updates found for your system."
