Symptom
- Pay Component values are visible for selection by the Hiring Managers in the New Hire Data Review, even though the Hiring Manager does not have the required permissions under their Role-Based Permissions (RBP).
- The permissions granted under RBP do not restrict the visibility of Pay Component values in the dropdown selection during the New Hire Data Review.

Reproducing the Issue
- Review the permissions granted under the Hiring Manager's Role-Based Permissions (RBP) and find that no View permission is granted for certain Pay Component values (or no permission for external target population).
- Login as Hiring Manager and perform the New Hire Data Review.
- Proceed until can add a Recurring / Non-recurring Pay Component.
- Observe that all Pay Component values are available for selection in the dropdown; Hiring Manager can add relative values and submit New Hire Data Review without issue.
Cause
The visibility of Pay Component values in the dropdown box during the New Hire Data Review step cannot be controlled via RBP.
It's an expected behavior per system design - the system does not allow changes to assigned Pay Components once they have been used for any candidates, to prevent data inconsistencies.
Resolution
Currently there is no workaround available for this behavior.
