3672323 - RFC logon failure during SUM phase MAIN_TRANSEXEC/STARTSAP_TRXPRA

During the SUM phase MAIN_TRANSEXEC/STARTSAP_TRXPRA, an RFC login failure occurs with the following errors:

RFC function call by English is not possible, while logon in Japanese succeeds.
When attempting to add English or German report RSCPINST, the system short dumps with the following syntax error, as described in SAP Note 3146042 - ST22 dumps show reference to T_ICON - SAP for Me.

SYNTAX_ERROR in program CL_GUI_HTML_VIEWER============CP
Transformation "T_ICON" has no active version or contains syntax error

Transaction I18N cannot be open due to same dump error.
