3672583 - 2H 2025 - Validation rules failing to trigger in growth portfolio

• Since the 2H2025 Preview Release, the Growth Portfolio Manager's validation rules are failing to trigger.
• The issue affects the Skill Proficiency Change Approval Workflow, which is not being triggered, and later the approval submission itself is lost in the Growth Portfolio.

1. Navigate to Growth Portfolio.
2. Make a change to an existing skill’s proficiency; workflow is submitted successfully.
3. Card shows Approval Pending.
4. Check the manager's home page – No Approval request is displayed.
5. Return to the employee's screen – The approval entry is missing.
6. Verify the change in other relevant screens – No reference of the change is found.
