Is it possible to make Email Details 'To' section non-required under Email Campaigns?

This visual change has been made as part of the 2H2025 Release making the "To" field (recipients' section) as required because email campaigns cannot be sent without recipients. This field cannot be made non-required, as it is now designed as a required field by default.

Well, there's no change in the functionality of the feature. You can save created Email campaign as a draft even with no recipients added but when trying to send Email Campaign or review Email, if no recipients are added an error message is displayed saying "Recipients not selected. Please select recipients to proceed." as "To" field (recipients' section) is a required field and email campaigns cannot be sent without recipients.
