3673676 - Custom catalog tiles not visible in the Launchpad Designer.

Symptom

Assign tile to a custom catalogs using the Launchpad Designer.

Tiles are not visible in the custom catalog and not able to be added to the home page.

When adding the tile to another catalog, it works fine.

Followings have been already done:

- Created the tile and a target
- Created an authorization containing the Catalog group
- Executed Reports /UI2/INVALIDATE_GLOBAL_CACHE and /UI2/DELETE_CACHE
