3673928 - BI Lauchpad and CMC fail to login with HTTP 500 error on Websphere

After patching on IBM Websphere Application server 9.x, 

• Users are not able to login in BI Launchpad or CMC getting 500 internal server error (HTTP 500) -or- ERR_SSL_PROTOCOL_ERROR
• Issue is only with BOE webapp.  The AdminTools webapp has been confirmed to work normally. 
• All the webapps including BOE were found to be working earlier before some changes occurred on Websphere configuration. 
• The Websphere system has already been configured for SAPJCE according to the original product documentation from SAP - Note 3112068  including section "WebSphere With SSL".

• When test directly on WAS on 9443 SSL port, the  logon to CMC directly (and logonNoSso.jsp option) fails after a filling in the login prompts. Users either get a ERR_SSL_PROTOCOL_ERROR on the browser or HTTP 500 internal server error.

• On Websphere logs, the CMC failures show RC 32 error
