3674929 - Assigning the preferred Source and Destination Location fails when insert local Package Item

Freight Order (FO) has several (e.g. 3) stages with different locations (e.g. A -> B -> C -> D):

1st stage: A -> B
2nd stage: B -> C
3rd stage: C -> D

When a local Package is inserted on FO's Items tab, it is not possible to select among the 3 stops (A,B,C) for Source location, it is possible to choose only location A. This is the same with Destination location, meaning it is not possible to select among inbound stops (B, C, D), it is possible to select only location D.

When a product item is inserted on FO's Items tab, it is possible to select among the all stops for both Source and Destination locations.
