3675212 - PCC: User not able to proxy after 2H release

Symptom

  • After the 2H 2025 update, the user is unable to access the Payroll Control Center from the home page drop-down list when proxied as different user. For this own EC user, the "Payroll" option is shown correctly.
  • The proxy user has correct authorization but still cannot see "Payroll" option.
