3675340 - Unexpected behavior for handling bad files in folder during migration to new GCP

• Different behavior observed for the folder in and new GCP.
• Encrypted bad files are moved to the Archive folder instead of remaining in the folder.
• Non-encrypted bad files are moved to both the Archive folder and the folder.
• The process does not generate _error.txt files for bad files as it did in the prior GCP XDL.
• Good PGP-encrypted files are picked up for processing and sent to the Archive folder successfully, as expected.
