3675948 - User exits cannot prevent automatic Info Record or Purchase Agreement determination

Symptom

User exits USEREXIT_MOVE_FIELD_TO_ME_REQ (include MV45AFZB) or FM EXIT_SAPFV45E_002 are used to transfer values to the purchase requisition. However, even if the vendor or fixed vendor is changed so that no info record or purchase agreement would be determined, the automatic determination still happens automatically when FM ME_REQUISITION_EXT is called for the first time.
