Symptom

I am experiencing difficulties sending a quality notification update in SAP Business Network.

"Bad Request" and ErrorCode:"400" and ErrorResponse:"Error:Quality Notification document must not remove first comment from Defect with id = 1 Please contact support with the Error Reference Number: ANERR-x000000000000000xxxxxxxxxx for more details.. Suggested Action : Document failed in Business Network.ErrorCode:CIG-PLT-00644.Please review the Support Note 189049 (https://support.ariba.com/item/view/189049) for solution

I see this error in SAP Integration Suite, managed gateway for spend management and SAP Business Network Setup
