Symptom
- The error message "Complete the allocation structure YO" occurs during WBS settlement.
- The issue arises when an account not included in the cost element group relevant for settlement is posted to the project WBS.
- Even if the account balance is zero due to offset postings, the error persists.

Reproducing the Issue
- Post with an account that is not included in the cost element group to a WBS.
- Offset the posting with a negative amount, resulting in a net balance of zero.
- Open the "Run Settlement - Actual" app (F4568) and execute settlement.
Cause
- The system performs a check on whether all accounts with postings to the WBS are included in the allocation structure, regardless of their balance.
- If both debit and credit line items in the journal entry are assigned to the same WBS element, the system raises the error due to the missing account in the allocation structure.
Resolution
- Ensure that all accounts with postings to the WBS are included in the cost element group defined in the allocation structure, even if their balance is zero.
- If both debit and credit line items are assigned to the same WBS element, the account must be added to the allocation structure to resolve the error.
- For cases where only one line item (debit or credit) is assigned to the WBS, manually reversing the posting or using the "Reverse" button in the journal entry may resolve the error.
