3677198 - Error QV206 "follow-up action cannot be used" when assigning UD code with EWM follow-on action

Symptom

The user enters an UD code for a 17 inspection lot but error QV206 "follow-up action cannot be used" is generated when hit Enter. The configuration are all correctly set as per KBA 3647018 suggested. Which means an EWM follow-up action is maintained for the UD code selected in the combination of Plant + Usage Decision Code Group.
