3677686 - GB_VAT_DCL is using LWBAS/LWSTE instead of HWBAS/HWSTE for report creation

GB_VAT_DCL is picking LWBAS (Tax Base in country currency) / LWSTE (Tax Amount in country currency) values into the report instead of expected HWBAS (Tax Base in local currency) / HWSTE (Tax Amount in local currency), when country currency is the same as the company code country. This behaviour can cause difference in the end result of any VAT_DCL DRC file.
