Symptom
When initiating onboarding for a new hire, the process is blocked due to a national ID match with a previously terminated record. The system does not allow the candidate to proceed as a new hire.

Reproducing the Issue
- Initiate onboarding for a candidate.
- System detects a national ID match with a terminated employment record.
- Candidate cannot proceed as a new hire.
- The Proceed as New Hire option is unavailable in the rehire verification page.
Cause
When a candidate’s national ID matches a previously terminated employment record, the system triggers rehire verification logic. This is a deliberate design choice to align with Employee Central (EC) standards and ensure data integrity and compliance.
Resolution
Resolution:
- Go to the Onboarding Dashboard.
- Locate the candidate and click into New Hire Details.
- Select Take Action > New Hire Data.
- Delete the National ID from the new hire data.
- Return to the dashboard and go to New Hire Details > Onboarding Rehire Verification.
- The Proceed as New Hire option should now be available.
Additional Notes:
- This workaround allows the onboarding process to continue when the candidate should be treated as a new hire despite a matching national ID.
- Ensure that removing the national ID does not conflict with compliance or downstream processes.
