Symptom
- The CA Wage Form (2810.5) for all California hourly new hires stopped triggering.
- The form is not included in the documents list during the onboarding process.

Reproducing the Issue
Create a new hire profile in the production environment with the following conditions:
- WorkState: CA
- FLSAStatus: NON-EXEMPT
- CA_WTPA_Language: English
- CA_WTPA_IsUnionUser: Yes
- Proceed through the onboarding process.
- Observe that the CA Wage Form (2810.5) does not appear in the documents list.
Cause
The key CA_WTPA_IsUnionUser is set to "Yes", which causes the system to skip the California compliance panels and forms during the onboarding process.
Resolution
Ensure that the checkbox for the following condition is not selected when FLSA Status is set to NON-EXEMPT:
- "Select this if the notice is not required for an employee: directly employed by the state or any political subdivision, including any city, county, city and county, or special district; an employee who is exempt from the payment of overtime wages by statute or the wage orders of the Industrial Welfare Commission; or for an employee who is covered by a valid collective bargaining agreement if it meets specified conditions."
- Verify that the key CA_WTPA_IsUnionUser is set to "No" for candidates who meet the conditions for triggering the CA Wage Form (2810.5).
- Review the HRDATA history for affected candidates to ensure that the CA panels appear during the process flow.
