3678622 - Inactive DDLS blocking system upgrade in SUM

Symptom

R3TR DDLS objects are reported as inactive and are blocking the system upgrade (SUM) on REPACHK2 phase.

You can find the DDLS objects in the log GET_INACTIVE_SAP_OBJECTS.<SID>:

2EETG012 The following Objects are 'Inactive' in the System:
2EETG011 R3TR DDLS 'XXX'
...

Remark: the R3TR DDLS name XXX above is just a generic example.
