Symptom

During delivery creation, the system considers checking rule as empty. As a result, ATP check doesn't confirm.

In FM AVAILABILITY_CHECK_CONTROLLER, the variable P_ATPCSX-PRREG shows empty. The expectation is that it should be 'B'.
