3679718 - Flow builder 1.0 and 2.0 Generates Zero Flows After Executing FQM_AGGREGATE_FLOWS

Symptom

After executing transaction FQM_AGGREGATE_FLOWS (Aggregate Flows), transactions FCLM_FLOW_BUILDER and FCLM_FLOW_BUILDER_2 display zero cash flows.
Prior to running FQM_AGGREGATE_FLOWS, cash flows for certainty level ACTUAL were displayed correctly. The issue occurs immediately after execution of FQM_AGGREGATE_FLOWS.
