3680266 - Managers are able to bypass Task courses with prerequisites

Managers can bypass item with prerequisite and assign a task observer to its subordinates. Users then can proceed with the task completion without meeting the prerequisite first.

2943084 - "User Can Request Observation" setting disabled vs. manager permission

This KBA explains that a manager can request for observers because the admin side setting is exclusive for users. However it does not cover a scenario with prerequisites.

1. Create a task item
2. Include the item in the libraries
3. Set the prerequisite
4. Navigate to the user side
5. Assign the item
6. Now, login or proxy as the user's manager
7. Go to Team View
8. Find the user
9. Find the item
10. Click on its title
11. Click to request observer
12. Proceeded till the end and it will let you add the observer.

The issue has been identified and Engineering is preparing the fix. Once we have a fix date and version, this KB will be updated.
