Reproducing the Issue

  1. Log in to the production tenant.
  2. Navigate to the users section.
  3. Search for the user and attempt to activate the user.
  4. Observe the error message displayed.

Cause



Resolution

  1. Remove the roles assigned to the user.
  2. Activate the user.
  3. Reassign the roles to the user after activation.
